<h1>World Future Council proposes a way to finance the renewable energy transition</h1>
<p>06 November 2009</p>
<h2>The World Future Council proposes the issuing of money by the International Monetary Fund (IMF) to finance the global renewable energy transition and the achievement of the Millennium Development Goals.</h2>
<div>
<p>“The total upper limit for the creation of this new money should be constrained only by the need to ensure that performance targets are met and the new goods and services are produced as contracted,” says Jakob v. Uexküll, founder of the <a href="http://www.worldfuturecouncil.org/" target="_blank">World Future Council</a>.</p>
<p>The money for renewable energy in the form of Special Drawing Rights (SDR) of the <a href="http://www.imf.org/" target="_blank">IMF </a>will not increase the debt burden if the rules for SDRs are reformed, making them interest-free as they originally were designed, according to the World Future Council.</p>
<p>Issuing new SDRs will not be inflationary since this money will be used to build up renewable energy productive facilities in line with new demand.</p>
<p>An experts conference should be called, e.g. by <a href="http://www.unep.org/" target="_blank">UNEP </a>and the <a href="http://www.irena.org/" target="_blank">International Renewable Energy Agency (IRENA)</a>, to develop a global emergency plan to maximise the usage of renewable energy, protect natural resources and promote the transition to sustainable systems of production, the World Future Council says.</p>

<blockquote><p>Wind speeds are calculated at 80 m, the hub height of modern, 77-m diameter,  1500 kW turbines. Since relatively few observations are available at 80 m, the  Least Square extrapolation technique is utilized and revised here to obtain estimates  of wind speeds at 80 m given observed wind speeds at 10 m (widely available) and  a network of sounding stations.</p>
<p>Tower data from the Kennedy Space Center  (Florida) were used to validate the results. Globally, ~13% of all reporting stations  experience annual mean wind speeds ? 6.9 m/s at 80 m (i.e., wind power class  3 or greater) and can therefore be considered suitable for low-cost wind power  generation. This estimate is believed to be conservative.</p>
<p>Wind potential  in much of Africa is largely unassessed at this time. Egypt is the most advanced  country in harnessing wind energy, with over 15 MWe installed capacity. There  is undoubtedly much additional potential.</p></blockquote>

<p align="center">With the presence of rivers in the Country it may lend itself to Hydro-Power generation, perhaps Micro-Hydro power solutions. This needs a closer examination to determine the environmental impact, the characteristics of the rivers and the locale coordinates in relation to the populations to be electrified.</p>
<p align="center">Wave Power is a viable means of power generation. There are a variety of technologies in place and a proposed innovation exclusive to Energy Without Borders. Population concentration, environmental factors and amount of electric needed determine the viability.</p>

•	Overview and order of priority with fastest pay-back, return on investment, long term sustainable growth and strength for implementation of the Plan<br />
•	How to carry out the Plan: Steps to implement the strategy and tactics to deploy to meet the described outcomes and objectives, investment costs, time-lines for implementation.</p>
<p>Current State: Over 3.5 million people, 10% electrification, urban, 2% rural; Projected 50% to 100% population growth in 30+/- years; no dependable infrastructure nor substantial energy management systems in place to handle current state of energy demand and related affairs.</p>
<p>Near future energy plans of various stakeholders call for non-sustainable, short-term solutions such as Heavy Oil, Burning Trees, (kill 1.4 million people per year from respiratory disease from unventilated fires for cooking, etc.), building grid transmission. Both of these power generation techniques need heavier infrastructure to work and neither are sustainable, healthy, environmentally sound nor long-term to keep up with the growing energy demand. Nor will they meet the current requirements even with no change in economic or population growth.<br />
Exception to this is the micro-hydro energy generation project currently being studied, funded and developed by Aid groups.</p>
